When items like this come up I also think about the stories from the LA riots after the Rodney King trial where civilians needed firearms to defend their homes and businesses, went to gun shops to purchase a firearm, and discovered California's 14 day waiting period in place at the time. This effectively kept law abiding citizens disarmed when their homes, businesses and families were under attack by the criminal element. The police had their hands full and were simply not available.
